After the implementation of the "Measurement Law", manufacturers strictly manage the factory seal, so that the management of measuring instruments can operate normally in accordance with the law.

However, in recent years, some manufacturers or maintenance personnel, driven by their desire for profit, have made use of factory seals to open the door to lawbreakers, tampering with sealed data, and enabling illegal traders to make exorbitant profits. This brings difficulties to the management of measuring instruments and the handling of illegal activities. Some illegal facts are difficult to find in time. Even if the measuring instruments are found to be inaccurate, it is difficult to distinguish between human factors and mechanical failures. For example, for fuel tankers, the lead seal of the metering pump is generally replaced in the metering verification, while the lead seal of the sensor does not move, but the sensor part has important metering parameters. If this parameter is changed, the metering data of the tanker will change greatly. Some lawbreakers have taken advantage of this loophole to engage in illegal activities. When they learned of the inspection or inspection by law enforcement personnel, they sealed up the relevant parts of the tanker under the pretext of the manufacturer's repair, making it difficult to investigate and deal with the work.
